CWSN in HP was seen in Bilaspur district where Chetana, an NGO, is providing home based care to 40 such children. The organization has its support facilities in terms of trained personnel, physiotherapy, vocational training, etc. Trained teachers with RCI accredition (a few awaiting their formal accredition) have been appointed and are assigned the responsibility of 3-4 children each. They make 15 visits to the homes of these children and spend around an hour on each visit. The cases being handled by them are usually those who are severely challenged. Goals have been set for individual children that seek to make them independent and from the individualized reports provided to the Mission some progress is evident. This is acknowledged by the parents and those who accompanied the children to the NGO for interactions with the Mission. However, the care and support provided to the children in their homes was not adequate and this is largely because of the family background of the children. Most mothers are engaged in income generating activities and live in joint families – both conditions disallowing special attention as desired by CWSN. According to the teachers this has somewhat restricted the rate of progress of these children.
